With a recognized ability to master complex issues involving federal and state laws, complicated regulatory frameworks, and legal issues in high intensity settings, M. Reginald Salvador brings extensive experience in organizational development and management to both the public and private sectors.  At James Lee Witt Associates, Mr. Salvador collaborates with executive management from various local, State and federal agencies and departments, private sector, non-governmental organizations and other community-based stakeholders to develop and implement emergency management projects and programs.  Mr. Salvador also provides strategic advisory services to public and private sector entities in the areas of crisis and emergency management and communications, economic and procurement strategy and implementation, public policy analysis and government affairs.

 

In the aftermath of Hurricane Katrina, the most devastating natural disaster in U.S. History, Mr. Salvador provided strategic direction to the Louisiana Governor Kathleen Blanco and her respective Cabinet Agencies and Departments in developing, coordinating and implementing all gubernatorial policy initiatives.  He also directed the planning and recovery strategy for the Florida Tri-County Long-Term Recovery Committee for the Counties of Charlotte, Hardee and DeSoto in the aftermath of Hurricanes Charley, Francis, Ivan and Jeanne during the unprecedented 2004 hurricane season.  Aside from public sector clients, Mr. Salvador also represents various private sector firms including portfolio companies of private equity firms as well as communications, pharmaceutical, technology and insurance companies. 

Mr. Salvador previously served as Deputy Cabinet Secretary where he had direct oversight of six state agencies and twenty-five departments including the Governor's Office of Emergency Services, California Highway Patrol, Department of Forestry and Fire Protection, California National Guard, Department of Housing and Community Development, Department of General Services, Business, Transportation and Housing Agency and State and Consumer Services Agency.  He was also responsible for the development and implementation of major policy initiatives for the Governor in the areas of public safety (emergency services, law enforcement, fire, etc.) labor, personnel administration, housing, and energy. 

As Deputy Cabinet Secretary, Mr. Salvador oversaw some of the most active fire seasons and agricultural-based emergency response and recovery activities in California state history.  Specifically, Mr. Salvador coordinated all gubernatorial activity surrounding statewide fire response and recovery efforts and all agricultural emergency response and recovery efforts including, but not limited to the Citrus Freeze and outbreaks of Exotic Newcastle Disease, Pierce's Disease, Oriental Fruit Fly, Mexican Fruit Fly, Bark Beetle and Glassy-Winged Sharpshooter.  He attended California State University, Sacramento where he majored in Economic Management Science
